Tires 24 years old were brought. Why? I request to replace with new ones!!!

The tires arrived on time, the production date on all of them is the same - 2625, at first glance, they are soft, the lugs are large, the tread is deep, not noisy, no humming at speeds up to 80 km/h, it appears only when braking at 20 km/h. Ahead is harsh operation at -40, -50°C and below.

I've never encountered such poor quality.
The tire has few studs to begin with, but by the end of the season, only half of them remain. And by the end of the second season, there are only 2 left...
In terms of noise, it's normal. Note that the tire is R17 225/45.
