The vehicle was developed based on a Soviet project from the 1980s, which initially assumed serial production at a plant in the Azerbaijani city of Kirovabad. It was never put into operation, but design work continued at the Gorky Automobile Plant. The first serial samples appeared in 1994, representing a line that consisted of a board truck and a van with a wheelbase of 2900 mm. This same platform was used two years later for the basic minibus, designed to carry up to 8 passengers.
