In Russia, the production of passenger car tires has decreased
In the second quarter of 2025, the production of passenger car tires in Russia decreased by 18.9% compared to the same period last year and amounted to 7.39 million units, reports "Kommersant" with reference to the data of the CPRP (operator of the "Honest Sign" labeling system). Compared to the previous quarter, production decreased by 10.5%, and overall it was at its lowest level since at least the beginning of last year.

Earlier, industry participants had already noted that the reduction in production is due to weak demand and "overstocking in the market". According to the general director of "Cordiant" Vadim Volodin, in the upcoming winter season, manufacturers also expect a decrease in sales, which is due to the low implementation of new cars, and the forecasts of automakers for a possible transition to a reduced working mode do not add optimism.
Another negative factor is the desire of taxi and car-sharing services to reduce costs, including due to the high key rate. For this reason, "some make a decision not to expand the fleet, others optimize maintenance costs or maximize the 'driving' of tires, and someone switches to a cheaper segment of Chinese tires," explains Volodin.
As noted by the editor-in-chief of "Behind the Wheel" Maxim Kadanov, in the second quarter, companies usually focus on the production of winter tires. According to CPRP, in April-June 2025, 1.11 million winter tires were produced in Russia, which is 26.6% less than a year earlier. At the same time, the production of all-season tires decreased by 27.3% to 210 thousand units, and summer tires by 40% to 1.64 million units.
Retail sales of passenger tires in the second quarter of the Russian market fell by 14.6% to 32.06 billion rubles, but compared to the previous quarter, growth was recorded by 35.4%.
According to Maxim Kadanov, the domestic market continues to be "pressed by imports". According to CPRP, in the second quarter, supplies of passenger tires from abroad increased by 11% (to 5.4 million units) compared to the same period in 2024, but compared to the first quarter of 2025, a significant decline of 26% was noted.
Regarding Russian tire production in the third quarter of 2025, Kadanov expects that "in the best case, production will remain at the level of the second quarter", and Volodin predicts a further decrease. "Due to the start of the winter season in the third quarter, demand will increase relative to the second, although it will show a significant decrease year-on-year," said the head of "Cordiant".
