Russians warned of fine for storing tires in stairwell

Residents of apartment buildings may be fined for storing tires in stairwells that obstruct passage, according to RIA Novosti, citing the words of PhD in Law, Associate Professor of the Department of Public and Municipal Finance of the Plekhanov Russian Economic University Olga Leonova.

As the expert notes, the owners of premises are obliged to comply with the rules regarding common areas, including stairwells, which should not be cluttered.

"Cluttering is dangerous because it hinders passage in case of a fire. It is precisely for violating fire safety requirements that administrative liability is provided... The fine for citizens ranges from 5 to 15 thousand rubles. For officials, the responsibility is higher," she added.

Leonova emphasized that if storing tires in the stairwell became the cause of a fire, damage to someone else's property, or causing minor or moderate harm to human health, then the responsibility increases, and for individuals, the fine ranges from 40 to 50 thousand rubles.
