An anti-dumping investigation has been initiated with regard to truck tires from China, Vietnam and Thailand
The Eurasian Economic Commission (EEC) has initiated a repeat anti-dumping investigation into truck tires from China, according to the agency's website. In addition, an anti-dumping investigation will be conducted regarding the import of tires of the same category from Vietnam and Thailand. In both cases, the investigation is being conducted based on a statement submitted by the companies "Belshina", "Omskshina", "Cordiant" and "Nizhnekamsk Truck Tire Plant" and supported by the Altai Tire Complex and Tengri Tyres.
Currently, an anti-dumping measure is in effect in the EAEU with respect to Chinese truck tires, which was introduced in 2015 in the form of an additional duty of 14.79-35.35% of the customs value, depending on the manufacturer. In 2020-2021, a repeat investigation was conducted, and the anti-dumping measure was extended until June 28, 2026. In addition, wheels in assembly were added to the truck tires.
The manufacturers' statement says that if the duties are cancelled, there is a possibility of continuing dumping imports and resuming damage to the industry in the EAEU member states. The applicants also calculated that the dumping margin for the supply of truck tires from China during the period from April 2024 to March 2025 was 29.64%.
The EEC notes that China has significant production potential, and from January 2022 to March 2025, the free capacity for the production of truck tires in the country exceeded the visible consumption volumes in the EAEU by several times, and local companies plan to further increase production volumes. At the same time, trade protection measures for truck tires from China are in effect in such regions as the EU, the USA, Turkey, etc.
"Taking into account the production potential of Chinese enterprises and the application of a large number of trade protection measures against Chinese truck tires in the markets of third countries, the termination of the anti-dumping measure may lead to a significant increase in dumping imports of goods from China to the EAEU at significantly lower prices than the prices of the industry's products, which will lead to a significant deterioration of the industry's production and economic and financial indicators," the EEC notes.
Regarding truck tires from Vietnam and Thailand, the statement's authors note that from April 1, 2024, to March 31, 2025, they were supplied at dumping prices, i.e., at prices lower than the normal value on the internal market of both countries. The dumping margin, as stated in the statement, was 19.59% and 24.17% for tires from Vietnam and Thailand, respectively.
