In Russia, a ban on summer tires has come into effect
On December 1, a ban on the operation of summer tires came into force in Russia, which will be in effect until March 1. Violators face a warning or a fine of 500 rubles, and the detention of the vehicle is not provided, specify in Rg.
Amendments to the list of malfunctions and conditions under which the operation of a vehicle is prohibited were added in September 2024. Last December, the ban came into force for the first time, but then the head of the Russian traffic police, Mikhail Chernikov, stated that the police "will not punish for the lack of winter tires". "GAI employees will not fine, punish anyone. Every vehicle owner must prepare their car themselves so that they can move safely on the roads in certain winter conditions," he said.
However, today, the UGAI of the UMVD of Russia for the Kurgan region reported that the presence of winter tires will be checked both during standard stops of cars and during relevant raids, and violators will face administrative liability.
Regions can set their own deadlines for when summer tires cannot be used, but, as added in Rg, "no region has dealt with this issue".
In Russia, winter tires are considered to be studded or frictional with the 3PMSF (mountain with three snowflakes) marking, M+S, M&S or M S. According to the amendments, it is also forbidden to drive on studded tires in the summer.
The ban on off-season tires applies to passenger and commercial vehicles with a gross weight of up to 3.5 tons. It is also impossible to pass a technical inspection on off-season tires.
