An anti-dumping investigation has been initiated regarding the import of passenger car tires

In the Eurasian Economic Union (EEU), a special protective investigation has been officially launched into the import of passenger and light truck tires, as reported by the Department of Protection of the Internal Market of the Eurasian Economic Commission (EEC).

The investigation is being conducted based on the results of consideration of an application from the Belarusian "Belshina", Russian Ikon Tyres, "Nizhnekamskshina" and "Cordiant", as well as Kazakhstani Tengri Tyres, which was supported by the Altai Tire Plant (ATP).

"In conditions of increasing import volumes, carried out at prices lower than the prices of the industry's products, the growth rate of the industry's product prices lagged behind the growth rate of production costs, which led to a significant deterioration in the financial condition of the industry in January-September 2025", - the applicants note, adding that the profit from sales decreased by 72%, the profitability of production - by 71%, and the profitability of sales - by 67%.

It is also reported that in January-September 2025, against the backdrop of continued import growth, "there was a deterioration in the production and trade situation" of tire companies in the EEU: production decreased by 15%, sales - by 23%, and the market share - by 16%. Over the same period, the import price decreased by 4% and "fell below the weighted average price of the product produced by the industry and sold on the Union market".

During the period from January 2022 to September 2025, the companies that sent the petition accounted for more than 25% of the production of tires for passenger and light trucks in the region, which gives them the right to submit such applications. According to the applicants, from 2022 to 2024, tire imports grew by 64%, and the ratio of import volumes to domestic production - by 57%, and this, as the manufacturers claim, indicates "the presence of a threat of causing serious harm to the industry of the EEU member states".

The subject of the investigation was tires, including those supplied as part of assembled wheels, with a diameter of 13 to 21 inches, except for tires from 17.5 to 21 inches with a load index of more than 115 and speed categories F, G, J, K, L, M, N, P, Q, R, S, T, U, and H.

The manufacturers also stated that the capacities of the companies that supply tires to the region "exceed the volume of visible consumption of the product in the EEU by several times", and in Thailand (which is among the top 5 suppliers) it is planned to increase the production of radial tires by 3 million tires per year. China currently occupies the first place in terms of supplies of passenger tires to Russia, the share of which in imports, according to the data of the CRPT (operator of the "Honest Sign" marking), cited by Autonews, in the first quarter of 2026 was around 80%, having increased by 32% year-on-year. Next come South Korea (5.2%, -33%) and Uzbekistan (1.4%, -28%).

The applicants note that anti-dumping duties are already being levied on passenger tires from China in countries such as Brazil and the United States, and now an investigation is being conducted in the European Union regarding potential dumping.

"Given the significant production and export capabilities of foreign suppliers and the application of trade protection measures against, among other things, the largest exporters of goods to the EEU, there is a possibility of further growth in imports of goods to the EEU and, as a consequence, further deterioration of the production, trade and financial situation of the industry", - the EEC documentation says.

The investigation was launched on April 29, and comments from interested parties will be accepted within 60 days.
